Dealer Information
- Our Dealer Department is located in our Port Charlotte Branch, located at 21229 Olean Blvd. Suite B, Port Charlotte. Our hours of operation are 8:30am to 4:30pm and closed from 1:00pm to 2:00pm for lunch. Our Dealer Department is dedicated to your in-person appointments and drop-off transactions.
- Drop off transactions are accepted at all of our locations. Bring your drop-off folder to the clerk in the reception area and they will inter-office the work to our Dealer Department. If dropping off outside of business hours you may utilize the outside drop boxes. We have a 3 business day (72 hours) turnaround time for work to be processed. Please include in your drop off folder: a control sheet listing all transactions requested, completed work packets ready to be processed, and payment (or sign up for ACH payment processing).
- Walk-in transactions can be processed at any one of our locations with a limit to 2 transactions per trip. All transactions must be ready and completed before seeing one of our clerks.
New Dealer Checklist
- Dealer License through Bureau of Dealer Services Region 8 Palmetto/Bradenton
- Garage Liability Insurance for Dealership – Showing max number of dealer plates
- Zoning approval from County/City
- Business Tax Receipt through Charlotte County
- EFS – Electronic Filing System and/or ETR – Electronic Temporary Registration System - Must have at least ETR for preprinted temp tags or to do temporary transfers
- ACH Form (Preferred method of payment)
- Fast Title Authorization with Letter on Letterhead indicating all people who are able to sign or pick up work and copies of driver licenses
- Dealer Info Sheet - including email, contact (title clerk)

Fast Title Release Affidavit
To receive fast titles on behalf of your customers we must have a current authorization letter as detailed in the DMV procedure.
TL-46 Licensed Florida dealers are NOT required to have authorization or a power of attorney from their customer to pick up a fast title on behalf of the customer. However, the dealer must provide the license plate agency with a letter (on letterhead stationary) which names all persons authorized to pick up fast titles on the dealer's behalf. This letter should be filed/maintained by the appropriate agency.
The letter should include the full legal name and driver license number of those individuals who are authorized to pick up fast titles and be signed by an agent listed on the dealer license. These letters should be updated yearly or any time the authorized individuals change. Please submit the fast title authorization letter before requesting fast titles.

Common Rejections
In an effort to improve and maintain consistency, we have updated our procedures on how we process dealer and EFS dealer transactions. To ensure that we efficiently and accurately process your paperwork, we have compiled a list of common issues in which paperwork will and will not be approved.
- Dealer license numbers and address are required on all applicable forms and reassignments. That's including dealer's that have taken possession prior to your possession. If it's not there, it's there somewhere, please add it.
- Sales tax registration numbers are required on all applicable forms and reassignments.
- Sales tax exempt numbers are required on all applicable forms and reassignments.
- Form HSMV 82040 must be completed without any alterations to the VIN, title number, odometer or dealer sales tax report sections of the form. If the box is not marked for the title to be mailed, it will be left electronically.
- Odometer declarations and disclosures must be completed without alterations on all applicable forms and reassignments. This includes boxes checked for Actual, Not Actual and Exceeds Mechanical Limits. Please note that each reassignment must have the odometer section completed without alterations.
- If the odometer reading was previously recorded as Exempt, we will not reject paperwork that has a new odometer reading on the reassignments.
- If any reassignment has Exempt as the odometer reading, any following odometer readings will not be applicable and the odometer will be recorded as Exempt.
- If a license plate is returned to our agency because of a void, the plate with the decal affixed and the voided registration are required to be submitted.

Step Up For Hope
Effective July 1, 2024
The Hope Scholarship Program will merge with the Florida Tax Credit Scholarship Program. This program provides a public-school student who was subjected to an incident of violence or bullying at school the opportunity to apply for a scholarship to attend an eligible private school rather than remain in an unsafe school environment.
Beginning July 1, 2024, anyone who purchases or registers a motor vehicle in Florida may designate $105 of the state sales tax due at the time of purchase or registration to an eligible nonprofit scholarship-funding organization participating in the Florida Tax Credit Scholarship Program. If the state sales tax due is less than $105, the designated amount is the full amount of state sales tax due.
